You realise that because of the PPP arrangement, we only pay for prep work and then nothing until the metro is operational and carrying passengers? So in the short term, it costs us very little. Cutting it now will save us nothing.

Even if it did save us money, all the other things you suggest (schools, prisons, etc) would need to go through public consultation, design phase, planning permission (local and ABP) and public tender so they won't be ready to build for years.
