    It means a person who is not able to see the big picture because they have been sidetracked by minor details.

    Thats my understanding of it

    Thats a good explanation of that expression.
    It can also mean someone who is convinced that they know the solution or understand a situation, when in fact they are unaware of the real issues or what is really going on underneath their very eyes.
