EBay seller won't sell to winning bidder

I bid on a chainsaw, and am the winning bidder, but the seller now says "hi sorry but did not get what i wanted for saw sorry". Did we not have a legal contract, as I am reminded every time I bid ?

He probably got it off your ebay personal details. You can request the personal details for anybody you have done a transation with though ebay, you would have recieved an email with his details as well.

Interesting advice? How exactly other than leaving negative feedback do you report a seller? If I've missed the pulldown menu for reporting this please point me in the right direction.
