    Not Slovenia, and it's not just a clock - it's the tower of a church.

    Slovenia's about the right latitude, but further east than that - this church is also within about 10 minutes walk of the sea. Enough hints for now?

    Oh, and have you counted the clocks in Europe that look like that? :)

    Nowhere in Romania, nor is it Dubrovnik, nor Odessa, but we're kinda getting closer.

    It is within the EU, and it's also mentioned in a book written by a person who was associated with many zoos (!)..

    Alright, next hint: on an island (not a really small island, but an island nonetheless) and it's usually fairly warm there.
