have any unions got the local bargaining claims agreed before the 1st September deadline ?

  • Registered Users, Registered Users 2, Paid Member Posts: 39,770 ✭✭✭✭Hotblack Desiato

Haven't heard a thing, it seems the government want to spin this out as long as they possibly can so why would they make an agreement with one union but not others?

not even a mention from the unions to at least say talks were shite. just no communication at all

  • Registered Users, Registered Users 2 Posts: 509 ✭✭✭skidmarkoner

Yep if I hear nothing by next week I'll take my local bargaining in the form of my canceled membership, ridiculous they let a deadline blow by an haven't told members anything.

have you contacted your union rep to seek any answers? Not trying to be facetious here, but would be interesting to see what they say

FORSA just sent around their email about 20 minutes ago with a 4-5 different topics, not one mention of local bargaining.

  • Registered Users, Registered Users 2 Posts: 6,376 ✭✭✭caviardreams

I contacted mine this week and they didn't have a clue what I was on about with local bargaining. Just said the 1% from 1st August came through already and next one is 2026 🤨

That newsletter should at least have had a mention of it. That's poor.

  • Registered Users, Registered Users 2, Paid Member Posts: 39,770 ✭✭✭✭Hotblack Desiato

    Yeah. That's infuriating

Now of course the union can't make this happen on their own, but they can at least tell us what is (or what is not) happening.

We got a survey from our branch committee yesterday. Asking about generic stuff but there was a section on what you'd like to see added/changed/removed from discussions etc. There was also a "pick your top three out of these benefits/initiatives" with a list of items. List below, including my top 3 for anyone interested.

    Faster pay scale progression

Ending the outsourcing of public services

Shorter working week without loss of pay (1)

    Protection of flexible working hours

    Paid parental leave

    Increased maternity and paternity leave

    Provision of safe staffing/increased staffing

Protection of hybrid and remote working (2)

    Protections relating to artificial intelligence

Other (please specify) (3)-Ability to build flexi hours from home

i made sure to mention the failure of local bargaining. it should never be negotiated like it has been previously. a month later since talks and not a peep

  • Registered Users, Registered Users 2 Posts: 517 ✭✭✭HGVRHKYY

For the love of everything I hope people select shorter working week without loss of pay as their main choice

  • Registered Users, Registered Users 2, Paid Member Posts: 39,770 ✭✭✭✭Hotblack Desiato

    Protection of remote/hybrid working no.1.

As long as there are workplaces with worse remote T&Cs than others, with no justification because of work conditions etc., there's the risk that the worse conditions will be imposed on everyone, instead of giving everyone the better conditions. Some high-up civil servants are dinosaurs who barely tolerate flexi never mind WFH

agree shambolic, no sign of the 1% as agreed. Definitely wont vote for this in the next round. Not even an update from the unions.

  • Registered Users, Registered Users 2 Posts: 6,376 ✭✭✭caviardreams

Well there was always likely to be a lot of people not getting the 1% (despite being sold it!) but the radio silence is very poor

  • Registered Users, Registered Users 2 Posts: 74,387 ✭✭✭✭L1011

It was never 1% agreed, bargaining means that certain people get raises and certain people don't.

If you were sold it as being 1%, you need to criticise whoever sold it to you as that - cause it was never that.

Local bargaining is still ongoing with the INTO as per their magazine. I suggest people check with their unions or any publications that unions supply to members. To suggest nothing's being done is wrong and no point making public something that has not been concluded. In any case whatever is agreed on will be backdated to 1st Sept.

  • Registered Users, Registered Users 2 Posts: 166 ✭✭fergald

ok not everyone as 'agreed', however in general is it not the case that most get it, like the sectoral bargaining of 2022, a lot of the grades got it then also.

looking at the forsa site, they explicitly marketed it like this, they set the date, why not just say discussions will start in September. As people have stated above, I have asked my union and I have reviewed the latest publications and i dont see any update.

'While the calculations made related to the pay deal refer to a straight 1% pay increase from 1 September 2025,there is scope to use the cost involved to address other issues such as the pay and grading structures.'

In considering this, account would be taken of the entire 3% not just the first phase to be implemented during this agreement

Yes i do believe a lot of people believed this was the case of a 1% increase across the board. Just look back at the comments on the previous pages and from talking to colleagues. I know it will be backdated, however the backdating process is a huge task imposed on the NSSO payroll system that is struggling to keep up.

Anyway overall i just said i would ask as i have heard nothing. Lets leave it at that as I was obviously wrong.

they set the date, why not just say discussions will start in September

Because discussion were supposed to conclude in June with this being implemented in September.

'While the calculations made related to the pay deal refer to a straight 1% pay increase from 1 September 2025,there is scope to use the cost involved to address other issues such as the pay and grading structures.'

In fairness, that doesn't say you're guaranteed a pay increase of 1%. I do agree it was effectively advertised at the time that it would be a 1% pay increase and lots of people voted believing that. You had to read the deal or understand what local bargaining is to know that's not the case.

@Pat734 People have been doing exactly what you suggest, there's just radio silence from Forsa on this issue (which is the norm for them really, unless it's something about a march or event entirely unconnected to work) they could at least say that negotiations are ongoing etc.

Their communications on the civil service side anyway are atrocious

Active negotiations on local bargaining continue, as ballot looks likely

nothing there really, but an update nonetheless

  • Registered Users, Registered Users 2 Posts: 509 ✭✭✭skidmarkoner

Right now, we are talking about the Clerical Officer and equivalent grades claim because the scales are identical across sectors so we can take a singular approach. As rates of pay vary between the civil service and public sector for other grades, we may have to adapt our approach with those other claims.”

Looks like other grades will be waiting into next year for their LB to be reviewed

Better late than never I suppose

OK so for equivalent grades in PS and CS, which is higher?

i think some are higher, some are lower. an EO is closest to an ASO (grade 4), but a HEO is more like a SSO (grade 6). but then there's a CC AO who is nowhere near as well off as a LA AO (grade 7)

not as familiar with grades in the CC but i would say over all, they are better off than a LA, minus a few holidays

inflation back up to 3% now. This local bargaining won’t cut it anymore going forward especially when the department are dragging their heels on the various claims. I stand to be corrected but to my knowledge no one has had any claims agreed to date.

  • Registered Users, Registered Users 2 Posts: 509 ✭✭✭skidmarkoner

Tis all very slow, but atleast we are now being told that something is happening in the background.

the local bargaining claim for CO’s and EO

    • removal of point 6 on the scale

•removal of point 10 on the scale

    • removal of wait time for long service increments

•increase to end point of the scale

  • Registered Users, Registered Users 2 Posts: 509 ✭✭✭skidmarkoner

IntInterested to see whats in store for AO scale, might be waiting a while but sure look if they keep updating me with even an email saying "still working on it" I'm happy. Don't like radio silence when milestones aren't met.

The points outlined by eoanon are the wishlist in the second local bargaining claim which is for EO/HEO/AO and equivalent grades. @Skidmarkoner AOs are mentioned in title of this pdf and it also states in the final paragraph that AOs are included in this claim.
