A good primer is essential, especially when it comes to painting the stair treads. There's lots of good ones on the market but this one is excellent.

And to top it off, it's silent. No annoying music

Oil based isn't going to stop the knots bleeding through those.

Better off using a Shellac based primer. It will dry a lot faster and will stop the knots bleeding through.

I haven't used this particular primer, but what I will say if it does actually stop knots bleeding through, it will be the 1st water based primer (and I've used a fair few of them over the years) that I've seen that does. Regardless what's written on the tin.
