Could I fail an NCT with a broken windscreen water pump

I'd expect it to be a visual retest though (open to correction though, lest there be some field of view test in lane required), so even if you don't have it sorted, but expect that you will within a month of the test, I'd go ahead anyway and bring it back once sorted. Visual retest doesn't require booking nor a fee.
