The official reason is fuel usage - they have completed 1 less lap, so can turn up their engines/save less fuel than the rest.

I agree with you though, its a stupid rule

Given that Tsunoda wasn’t allowed to unlap himself behind the safety car, I assume based on precedent that the race director will now be fired and Sky will cast doubt on the race winner whenever it gets brought up.
