Is it OK to drive an electric scooter on the paths?

Can't drive that on the footpath and yes would need tax and insurance.

It can do 45kph and hold 3 people! Did you really think it could be ok on a footpath?

I read the title and thought one of the usual yokes, which get a big no from me. A bloody tuktuk on the path? If this isn't a wind up then they need to wise up.

The Road Traffic Act 1961 defines a mechanically propelled vehicle as a vehicle intended or adapted for propulsion by mechanical means, including a bicycle or tricycle with an attachment for propelling it by mechanical power, whether or not the attachment is being used. It also includes a vehicle the means of propulsion of which is electrical, or partly electrical and partly mechanical.

So even those e-scooters are MPV's. As such, they are not for use on a footway, ie: an area designed primarily for pedestrians. Even pedal powered that's not allowed on the footpath.

It’s not a mobility scooter, it’s an electric vehicle. Wouldn’t have a hope of being permitted to drive it on the footpath -

The OP is a long time regular on the Motors forum. They know full well this can't be used on footpaths. It's a poorly executed windup, and should be treated as such.
