Is it OK to drive an electric scooter on the paths?

My friend has one of these,

It's not that one bit it's similar to that and just wants to drive it on the footpath because there are nervous on the roads.

Would that be OK or could they get pulled by the Gardai for doing that?

Would they need a license or insurance?

It's basically a car, good luck explaining to a judge that it's not a MPV with a roof, three people on board and going 45kmph on a footpath.

It's not a car. It's basically a bike with a roof. It drives like a bike. It has handlebars and a twist accelerator as well as pull breaks just like a bike. Not a hope you would get 3 Irish in it never mind two. 3 Asian maybe 3 Irish no way.

For kids a blind eye is turned, but adults cycling on footpaths are breaking the law

It's a mobility scooter. Where in the rules of the road does it say that a person needs a licence and insurance if they drive a scooter on a footpath?

The Road Traffic Act 1961 defines a mechanically propelled vehicle as a vehicle intended or adapted for propulsion by mechanical means, including a bicycle or tricycle with an attachment for propelling it by mechanical power, whether or not the attachment is being used. It also includes a vehicle the means of propulsion of which is electrical, or partly electrical and partly mechanical.

So even those e-scooters are MPV's. As such, they are not for use on a footway, ie: an area designed primarily for pedestrians. Even pedal powered that's not allowed on the footpath.

You could probably get away with it occasionally in wide cycle lanes and bus lanes as long as you are reasonably clever about it, but the footpath absolutely not. Completely unsuitable.

As someone else said, you’re not meant to be cycling or using a regular two wheel scooter on the path let along that thing. You’d kill someone within a week!

It's capable of 45kmh. It has an accelerator. It needs tax, and insurance, and a driving licence. And it stays on the road, not the footpath. Whatever type of scooter it is.

You’re describing a cycle lane, or possibly a shared pedestrian and cycling space. It’s not a footpath if there’s a cycle lane painted on it by definition!
