what are the safety features required?

    min kw etc?

what does it cost to install an EV charging point?

This is required for commercial planning compliance.

Can't answer from a commercial compliance point of view.

Are you single or three phase?

Single phase would be rated to 7Kw where a three phase would go up to 22kW. Most EV's, there are a couple of exceptions, will only charge to max of 11kW on ac but if your had three phase you are giving some future proofing if 22kW became common.

I am assuming wiring commercially will be similar to domestic were you are going to be needing a 40A RCD in the consumer unit and an isolation switch between the consumer unit and charger. It is not much different than wiring up an external socket.

Will in required to be on a pedestal in a car park or the like?

This thread would give you more information as to what is involved and would be worth posting you query there.
