Photo of covid cert to enter venus?

My folks have finally started going out again but only have a hard copy of the covid cert and are paranoid about forgetting the cert when they go out. The phones they have are too old for the app so I was wondering if they had a photo of the cert in the phone would it still scan?

If the phone has a PDF viewer (there would be some that do, but can't do the app - if it can take pics it probably does) most places are fine scanning the PDF.
