Well it started as many things do from a position of clarity, even kindness. It was an attempt to not judge something as "Normal", that which doesn't require a label and "Not Normal", that which does, so those outside of the norm don't feel wrong and excluded. I do get that, but as usual when the zealots of any stripe get their hands on language things rarely go well. But again it serves as a Them/Us social marker of group affiliation. Those that say Cis versus those that don't or those that fulminate against it. All human groups and cultures have these markers verbal and more.
