Just saw on the 6.1 news that our overlords are going ahead with foisting this upon us. Wonder how this is going to affect me as I'm one of those pesky refuseniks who won't give KWD, Panda, C*nt tree clean & friends a few 100 quid a year to collect my bins..and I know several more like me

Brought 4 months of rubbish to the local civic amenity site the other day. No receipt. It was nearly 100% clean plastic wrapping most of which I never wanted in the first place. The gas thing is the lad at the amenity centre said all this plastic is incinerated along with domestic waste and you throw the normal domestic waste into the same receptacle. The same lad checks the contents of the bag and charges you if it's normal rubbish. Presumably this is a measure to help keep the private waste companies in business.

Even if I get a receipt will one every 4 months be enough to be left alone? I can see this measure being used by the private waste collectors to intimidate old biddies into taking a costly subscription. Bad news. I see they are using eircodes too to implement this - I knew from day 1 that these bloody eircodes were to be used for implementing more government monitoring and interference

Ah but now they are making it so you have to prove you are dumping legitimately. How do you do it if you produce very little rubbish or you dump it very infrequently?

I'm the same. I organize my rubbish into paper and plastic, all food goes in the food disposal so can get a good 2-3 months without going to the dump.
Never get a receipt but i will now

Brilliant might stop all the dirty pigs fly tipping so much. Genuine people can just get a receipt anyway.

It doesnt change anything. Just means people have to keep those receipts. So they are going to inspect the people who weren't an issue? It's nonsense.

One would hope. I live next to local woods. The scum dumped everything from mattresses to empty bottles there. Council cleaned it up, widened the parking area and it's attracting more than just the locals now. It took a few weeks before Costa cups, McDonald's cartons and beer bottles started to appear. Nothing would make me happier than if someone would caught scum like that and put them into forced labour collecting rubbish. Wardens should be allowed to use whips on anyone slacking.

They'll just cross reference the customer databases of waste service providers and identify houses without any service. Just keep your receipts and you'll be grand.

IIRC something like 20% of houses dont subscribe to any waste collection service. A % of those are the fcukers filling the ditches with crap.

Just an excuse to let a few people with clipboards run around knocking on doors with minimal results. Perhaps if they lay in wait at litter blackspots to catch fcukers red handed and slap heavy fines might put manners on people.

It's a great idea imo, something needs to be done about the absolute filthbags fly tipping around the country, in tourist spots, on streets, on the side of the road. Anyone legitimately paying for the disposal of their rubbish has nothing to fear. The others...

Ah yeah, then they just burn it in their fireplace like that lovely neighbour of mine who refuses to get a bin because apparently everyone in rural Ireland just burns their rubbish.

There is a serious issue to my mind with one being required to present proof of not committing an offense.
It invalidates the presumption of innocence that one is entitled too.

Similarly with these inspections, what basis is there for a council official to gain access to a residential premises to inspect or demand bins and receipts.

What legislative basis is there for bin companies to share their customer lists and allow a 3rd party collate a list of those not registered?
How does that reconcile with GDPR?

If a Guard needs a warrant, surely a jobsworth needs some more legislative authority than a council clipboard?

That's just assuming guilt and putting the burden on someone to prove otherwise. I also recall that a lot of the issues with waste management is the lack of enforcing regulations with the companies providing those services. Especially to rural customers. They are looking in the wrong direction if they think this will be affective.

1996 Waste Mgt Act plus the new bye laws will cover all of your concerns.

It’ll be a cluster **** like these things always are in this country. It’ll cost millions to implement, and will consist of council employees harassing good citizens who reduce their waste and recycle, while the usual suspects dumping transit van loads of rubbish on the side of quiet country roads won’t be touched.

It's pure and utter lazyness most of the dumping simple as that, there is no excuse for it.

Looking at the stuff that is been dumped, it's clear that at a guess 85/90% of the 'rubbish' is recyclable. That stuff any bring centre will take for free if these lazy ****ers bothered there arse to separate it. The rest would cost 4€ or so, or if really stuck for 'cash' small bag of stuff into a local bin.

Eh... theres very little going on to manage those services. It's been shown on RTE prime time either last year, or the year before that a lot of the improper waste management, is because of the minimal regulatory enforcement in place. This thing being pushed now, is just barking up the wrong tree.

Can't really see it costing millions. Waste companies will hand over their lists of customers, plus the local authorities will know their own customers using their Civic Amenities. Just a matter then of filling in the gaps.

Where I'm living now there are 5 homes who never put out bins. Now they could be using a vetifiable way of disposal but if they're not it won't take a rocket scientest for them to be getting 'the knock on the door.'

Have a look at any public project in Ireland.

Ah we both know that realistically all the services should simply just be combined into a fee by the local council ala England (property tax, waste, water, etc). But we don't have that system here so we need some form of deterrent to the filthy pigs who don't dispose of their waste legally.

I'm not going to worry about those people who won't get receipts or sign up for a company, it'll shock them fairly quickly into doing so.

One of waste collection showers made a pretty good attempt at trying to intimidate my elderly mother into continuing with a collection contract while she was living in a nursing home.

I eventually found out and pointed out that she wasn't a resident in her home.
One night I was in her home and two pox bottles turned up at the door to "check" up on who was living in her home.

Even me explaining to them where she was didn't satisfy the pricks .

A week letter a bin calendar and card arrived with details of her nee account was posted to her house.

So , then I rang them... explaining again that was a resident in a nursing home.

They rang back asking to speak to my father, I explained he was dead.

They rang back , between August and Christmas maybe 15 times.
They rang the night she died , they rang while I was buying a suit for the funeral.

Always the same conversation... Can we talk about the bin collections ... My reply " the house is empty , my father is frad and eventually both my parents are both dead ...

I'm waiting , just waiting for the next call.

I'd be so in favour of that, a lot of European countries have the same in place. Everyone gets their bins, areas have one assigned collector that's semi- private. All you gotta do is wheeling your bins out to the front. If you stuff the wrong stuff in, you'll get a warning or penalties.
Waste is one of the things that if you really wanna get in control of the issue, you need to have strict rules.
The current system is not sustainable.
