Interesting question TB. I would say that the majority of such offences are carried out by individuals, maybe with a fellow enabler and usually a small number of victims(usually familial from what I recall of the stats breakdown). And of course you do get repellent deviants on the interwebs who form loose groups on the dark web.

What's different with these groups is they're much larger organised networks, with more participants and they exclusively prey on young teenage girls. Girls chosen specifically from a different cultural background to the perverts. There is most certainly a cultural angle to this. The attitudes of the scum towards girls and women, particularly "white" women stands out. Vanishingly few of these girls are from their own background and culture. Their own community would react far more viciously if they were. There is a strand that runs through some Islamic subcultures that White/Non Muslim women are little more than whores.

Another aspect as we have seen is the often blind eyes turned to this by authorities in the UK. Never mind blind eyes in certain sections of the media and that's different.

There are some parallels with the abuses of the Church here. The organisation, the blind eyes and so forth, but for generally different reasons.
