    Asuncion, Paraguay. En route I have now seen every other port of any magnitude on this planet and perhaps several others.

    (they must have paint sales on a regular basis)

    As to the new picture, some first impressions ...

    Looks to be around 25 deg north from the vegetation, high solar angle and since picture is looking south and shadows cast from that direction, more likely to be north of equator but can't rule out south.

    Appears to be a wealthy(ish) nation since there is evidence of recycling and air conditioning. Slightly Hispanic looking.

    Looking in south Texas.

    It looks like a dried up fountain type thing with a sculpture of shackles or manacles in the centre of it. I've been searching various combinations of these for a while now and keep getting directed to Paris :)

    I'm sure I tried every possible combination, shackles, manacles, chains, monument, sculpture, commemoration etc. etc.

    I tried a variation of monument like statue, symbol/icon and that, got lucky, there was only 1 picture with that image.
