It's extremely culturally driven though. Europe and/or their colonial proxies like the US essentially won the world cultures race. At least for the moment. So consciously or subconsciously many aspects of that culture is seen as the "best" and pale skin is one of them*. European type hair and hair colour another. European populations are also about the most externally variable of all broad populations. Hair can be very curly, almost afro, all the way to laser straight and all colours from black through browns, reds, blonde to white. Eye colours are all over the place. So maybe there's also more to "copy". There were/are cultures where pale skin is seen as a turn off(even within Europe, being too pale often isn't the ideal).

One theory why European populations are more externally diverse compared to others, even though narrower genetically(Asians are more diverse, Africans are way more diverse), goes that because our population numbers in the distant past were so low and spread out, people looking for mates tended to select for the different to add diversity into the mix. Hence all the different "types" being positively selected for. If everybody in your tribe is dark haired with brown eyes, a blue eyed blonde would be a diversity turn on.





*not to say pale skin = better hasn't kicked off in other cultures before European influence. It has and for many of the same reasons(rich upper class were indoors people so didn't get as tanned as poor lower class people who did).
