Spongebob does come up with some, curious shall we say, things. Not all true, but I did always suspect he had a friend or a link in TII as some of his wilder things did come true.

Anyway, yes this is M28 from day 1, always has been and was planned as that. Unsure how the M bit will interact with the N40 and in theory you do need some N28 still at the Bloomfield end slip roads but how that will be dealt with will be interesting. The OSM mappers will already be planning it! But quite how it'll look on the ground (aka a mess, like Dunkettles use of M8 signs) will be interesting to see.

I wonder will the M28 end at Carr’s Hill and then it will be the N28? I think we had discussed before about how the entire scheme being M28 would prevent access to the N40 for learners/tractors/etc at Rochestown Road. Same with those on Maryborough Hill

Drove up by the Barnahely roundabout today. Good progress TBF, and nice to see the M28 sign up at the exit off the roundabout. The scheme is still a long way from completion, but there is progress.

Also, the earth movers were still working, on the NW side of Shannonpark roundabout, at 5-05pm this evening. It was quite dark and miserably wet, so good for them!

    M28 - Progress Update 31st October 2025

Embankment construction on both sides of the existing road at Shannonpark continues to take shape, with the stream diversion works also progressing well. Foundations for the new culverts have been completed, and installation of the structural sections is scheduled to take place in the coming weeks. See images below.

A watermain diversion north of Shannonpark remains ongoing, with Irish Water scheduled to connect into the system on 12th November.

    image.png

Likewise, culvert construction at Carr’s Hill continues to make steady progress. Once complete, earthworks will commence for the new interchange at Carr’s Hill. See image below. Topsoil stripping for the new Maryborough–Carr’s Hill link road began last week, with bulk earthworks due to follow.

    image.png

Works to complete the installation of live traffic monitoring cameras along the N28, between Rochestown and Ringaskiddy Village, are currently underway. These works are being carried out under localised traffic management, including stop/go arrangements at Shanbally Roundabout.

A temporary speed limit reduction from 100 km/h to 60 km/h on the N28, between Rochestown Bridge and Carr’s Hill, came into effect on 15 October 2025 and will remain in place until 15 October 2026. Road users are advised to drive with care through this section. Read more here.

From 3 November, the northbound hard shoulder of the N28 between Carr’s Hill and Maryborough Road Bridge will be closed for approximately six months to facilitate construction of a retaining wall for the new link road. In addition, traffic management will be in operation on the R855 (Douglas to Carrigaline Road) to accommodate plant crossings, with flagmen in place during daytime working hours.

Advance notice is given that traffic management will be required on Rochestown Road Bridge for investigative works scheduled for mid-November. These works will be carried out at night, both beneath the bridge on the R610 (Rochestown Road) and on top of the bridge along the existing N28, to minimise disruption to road users.

    image.png

Controlled rock blasting north of Shannonpark Roundabout is progressing well and has been key to advancing the ongoing rock excavation works. See images below. Blasting is taking place twice a week, and the contractor remains in regular contact with those directly affected to ensure everyone is kept informed and that disruption is kept to a minimum.

    Ringaskiddy Relief Road

Kerbing, footpaths and surfacing works have been ongoing for the past week on the realigned Loughbeg Road and Roundabout with traffic due to be switched onto the new alignment next week. See image below.

Traffic will remain reduced to a single lane along the new alignment until the end of November to facilitate construction of the new entrance to Ringport Business Park and tie-in works at the new roundabout.

    image.png image.png

On the mainline, pavement installation is continuing, with works to install the environmental noise barriers between Loughbeg Roundabout and Barnahely Roundabout due to commence in the coming weeks.

    image.png

The pedestrian underpass on Old Post Office Road is on programme to be complete and open by the middle of December.

At Barnahely Roundabout, traffic continues to operate on the northbound lane of the new roundabout under a one-way system. Works to complete the roundabout are ongoing, with surfacing on the approach road from Carrigaline now largely complete. In the coming weeks, the focus will shift to the approach arm on the Ringaskiddy side of the roundabout. Once these works are complete, the roundabout will open to two-way traffic, after which tie-in works to the J&J entrance and the installation of the new bus stops will commence. See image below.

The M28 Project Team wishes to acknowledge and thank all road users for their continued patience and cooperation during these works.

Considering they're cutting back the steeper parts of Carrs hill it's a bit of a shame there's no room for a direct greenway from carrigaline to douglas through the Mangala. It would be what 4, 5 km max from the edge of one urban area to the other?

    Not much on a bike

The plan is to modify the old (existing/current) Carr's Hill road to include a cycle route.

The description of this was very much in the realm of "trust us, we'll do this right", and I've heard nothing in the last year or more. So hopefully someone is working on it. It won't be part of this project though.

Maybe a link will be possible via Bayly etc

It's very disappointing that current N28 doesn't have proper plans in place yet, because you could be pretty much shovel ready once the M28 is open if you wanted to be. If I was to play devils advocate though you could argue that we'd be better off waiting and seeing what the traffic levels are like on it once the motorway is built and operating.

I hope whatever they do they make sure light-rail upgrades are a future possibility.

I think they are waiting yes, and I don't think they should.

I think they should build out dedicated infrastructure. "Quiet roads" aren't as good IMO.

I find that sign a bit freaky tbh, but maybe that's because I am going round the roundabout as if I was in France!

I think Ballybrack Woods already runs from Douglas to Donnybrook, with a completed spur then going up to Bayly in Castletreasure. This is being extended to the M’OS site further south at the moment. As part of the M28 works, the City Council are adding an underpass at Carr’s Hill Interchage to connect to Maryborough Ridge, and ultimately Maryborough Hill. The Maryborough Ridge works have been completed. You’d imagine it would be easy to link the current N28 to the Maryborough Ridge ‘greenway’. If the City Council sort out West Douglas Street, you could have a mostly uninterrupted connection from Carrigaline to Turners Cross via Tramore Valley Park. The council are also planning bridges to connect TVP to Ballypheane and Togher, and it’s a short trip then into city centre…

    Lovely.

What's this about the new bridges from TVP to Ballyphehane and Togher? I never saw that one coming through?

I just spotted your note on Light Rail. No. Sorry. No consideration of any kind has been given to rail of any kind anywhere in the area I'm afraid. We're even struggling to get cycleways right now (cheap and small land take). It's frustrating. Local opposition is fierce to anything that's not car-oriented. I'm sceptical that the Carrigaline urban realm scheme will fully succeed because people are fighting tooth and nail to keep cars on the main street. I'd love if there was consideration for rail, but the only current prospect I can see is via Airport/Ballygarvan. And that's also very unlikely.

It is 100 times harder than you’re making it sound to “make provision for light rail”. There is no project to provide that along the M28 corridor.

The green signage at 0:50 with the blue M28 in brackets - does that mean part of the N28 will remain? The M28 on ramp signs towards Cork are at at 2:08, so I assume all of the road shown before that point in the video will be the N28?

The section from Barnahely to Ringaskiddy is protected road rather than motorway, so green signs and N28.

I believe it should be signed as just N28 from Ringaskiddy west with no M28 signage until Barnahely. Open to correction on that.

If Barnahely-Ringaskiddy opens as N28 next year then the R613 between Barnahely and the N28 west of Ringaskiddy will temporarily become the N28 and continue then on the existing N28 to Cork

    M28 Cork to RingaskiddyProgress Update

    28th November 2025

Despite the winter conditions, works are progressing well across several key locations. At Shannonpark, rock from the main cut is being crushed, processed and stockpiled for reuse in the road construction across the scheme (see photo below).

Significant progress has also been made on the culverts for the stream diversion in this area. These structures are now nearing completion, as illustrated in the photos below, and—subject to weather conditions—are expected to be operational by mid-December.

At Carr’s Hill, embankment filling works have commenced on the western side of the road, supporting preparations for the future interchange. Excavation for the new Maryborough–Carr’s Hill link road has also begun. These works will require the closure of the northbound hard shoulder within the newly introduced temporary speed limit zone. See image below.

Construction activity is increasing in the Rochestown area, where piling works for a new retaining wall near the Rochestown/Douglas off-ramp are now underway. Excavation will follow to facilitate construction of the retaining wall structure, with these works scheduled to continue into the new year.

Traffic management measures remain in place to support the works outlined above. The temporary speed limit reduction between Rochestown Bridge and Carr’s Hill is active, and we again ask all road users to drive with care through this section.

From next week, traffic management will be in place on the R610 (Carrigaline Road) east of the N28, where flagmen will manage plant crossings during working hours. On the Rochestown off-ramp, one lane will remain closed for the next couple of weeks to facilitate construction of the new retaining wall. Similar plant-crossing arrangements will be introduced on Ballinrea Road in the coming weeks, with flagmen operating during working hours.

Intermittent traffic management will also continue on Board of Works Road for plant crossings, subject to weather conditions. In addition, night-time works will take place next week on the existing N28 south of Maryborough Bridge to install ESB ducting via a road crossing.

    Ringaskiddy Relief Road

    Loughbeg

Two-way traffic has now been restored on the realigned L6517 at Loughbeg, with traffic running on a temporary contraflow arrangement on the eastern side of the roundabout. Works are continuing at the western side of the roundabout and on the new access road into Ringport Business Park, along with accommodation works within the business park.

    Mainline Works

The installation of the noise barrier commenced this week and will continue until mid-December. The installation of the vehicle restraint barrier and traffic signage is ongoing throughout the scheme.

    Old Post Office Road

It is anticipated that the pedestrian-only underpass will be open to the public on the December 12th.

    Barnahely Roundabout

At Barnahely Roundabout, traffic continues to operate on the northbound lane of the new alignment under a one-way system. Works are progressing on the eastern and northern approaches, and we anticipate these will be completed by mid-December. At that point, the roundabout and its approaches are expected to open to two-way traffic. The focus will then shift to the J&J junction and the northern tie-in, including the construction of two new bus stops.

The Rochestown off-ramp is already down to one lane, by the way, and traffic was very bad tonight because of it. If you're going to Garryduff/Maryborough, it's probably easier to keep going up Carr's Hill and get off at Mount Oval

The newsletters are probably the best I’ve seen for any infrastructure project in this country. The latest newsletter has some great photos that really bring the project to life. I particularly liked this one showing rock from the main cut being crushed, processed and stockpiled for reuse in the road construction across the scheme

City Councillor Peter Horgan posted about the N28 overbridge on Maryborough Hill. Work will start on clearing the northern area for the new bridge in January, and the southern area for the temporary bridge in June. In August, TII will install the temporary bridge south of the existing one, and traffic will start using it in September, when the old bridge will be demolished. The temporary bridge will be in place until June 2027, when traffic will then use the new bridge. The nortbound N28 slip road will be decommissioned in September 2027.

It's exciting seeing progress moving to the city part of the road
