Can I have 2 different barrels for my .22Lr which have the same serial number as the Action. I have been told that I need a second license for the second barrel ???

Yes, so long as they're all the same caliber barrels.

Same calibre and same firearm is fine.
The likes of the Sako Quad or Accuracy Int. AT that can come with drop in multi calibres that trigger a second license.
