was reading about a tragic case on rte website,anyway seen this clip and was wondering will we soon need to prove why we still need/want our guns,and if so how?will we need written statements from our permissions or what?just wondering........"Our campaign has focused on changes to the licensing system for firearms to include additional checks on the licence holder to ensure the firearm is still needed for the purpose it was originally granted;

You always needed to proof need, not want. That includes written permission for lands, gun clubs and/or ranges.

I'm hazarding a a guess it relates more to those with licenses for the last 10, 15 , 20 years who keeps renewing but records show no ammo buying, and no change in circumstances. Things if that nature.

The above is hopeful guessing over actual knowledge of what it means.
