I'd caution against VPNs and switching regions on Xbox. You'll probably get away with it but they have handed out account bans and could change their monitoring overnight.

No, you would need to wait until the 1 year subscription has lapsed otherwise you don't get a like for like conversion.

Wait, if you do it now you get 4 months of gamespass for each 12 of Xbox live. Once you expire in march you get the 12 for 12 upgrade.
