    I don't believe that this is quite the case. Mere spoliation of a target was against the law as I understand. However, there were always legalese to get around such "obstacles".

    The very fact that there's enemy soldiers present in a city makes it a target. Or if there's a manufacturing facility there.

    You don't have to make any actual effort to hit these targets though.
