    what could have happened that would make car b resposible.

    That timings were wrong/unreasonable (even if the sequence of events were correct, although that also cannot be determined since there is only one viewpoint presented in the OP which cannot simultaneously been observing the road ahead, the truck, the car Car A, Car A's indicators, and their own rearview mirrors), so the facts as presented are insufficient to answer the question.

    For example, for how long did Car B have their indicators on before moving out. Its not just a question of indicating, or indicating first.

    Or, for how long when the overtake possibility presented itself, did car B wait before indicating at all, when experience and good practice would tell that there was some likely probability of Car A choosing to overtake also, and that it should go first rightly or wrongly and that it would be safer to allow for that possibility.
