Changing seats in a minibus

I was looking to buy a minibus with 19 seats. If I remove 3 seats and make it a 16 seater bus, would I be able to drive it on a D1 licence , get insurance and tax? Only have a D1 licence and therefore only able to drive a 16 seater. Thanks

You'd probably need to have the seats professionally removed and sealed up. Surely to God would it not be cheaper to go get your full D licence than to go to this hassle?
