    Catch 50 live rats, divide into male and female.

    Place them into large metal barrels or equivalent.

    Do not feed.

    They will get hungry and start to kill and eat each other.

    When you have 3 of each left pair them off, feed them on live rats that you catch. Keep doing this until the young are also eating other rats.

    Release rats into problem area, they'll kill and eat the other rats before eating waste.

    Takes a few months but it works according to my grand uncle.

    Yessss? But they'll hardly commit sewercide then, will they? So your uncle will still be stuck with rats.
