Just on this point btw, I had a conversation with the MD of an Advertising Agency a number of years back and he was telling me about the pitching process for semi states. He said that semi states (and de Gubbermint btw) like to know they're getting the best. And how do they judge that? By the fees - the most expensive almost always wins. He explained they jack up their prices enormously when they're invited to pitch for such work.
