Help me out with the name of a film

    OK so my mates say I am making this up.
    But I am sure this 80's film is around:
    kids helped by parents build a sailboat in the middle of a city like detroit or harlem.
    The boat is like a big Mirror dinghy.
    They have to get a crane etc to get the boat on the water. It might have sank after it was floated.
    Anyone know what the film was called?
