Russian one is nice and punchy.

The way I see it, if an Anthem is playing, it's for a ceremonial reason, by attending the ceremony you have implicitly agreed to partake in its associated customs. So, yes, stand if you can.

So if you're watching TV, no. If you're at a match or dedication or some such, yes.
