    Probably completely wrong but I always imagined it came from veterinary surgeon; as in the vet checked the health or soundness of an animal thus it was vetted.

    You are so near that I have to give it to you Srameen. Apparently it came from pre-race checks of horses and the inspection by a veterinary surgeon was turned into a verb - to vet.

    Harrison was the shortest and I'm guessing assignation cut short the next one. Lincoln was in his second term so I'll opt for McKinley though it's pure guesswork.
