    Can you hunt in ireland on publically owned land without permission for rabbits not deer or anything. As in on a publically owned mountain

    I can't think of any publicly owned mountain that isn't National Park. Are you making an incorrect assumption that all mountains are unowned or publicly owned maybe? They would be either privately owned or owned among a group of farmers.

    I can't think of any public land in Ireland that is not owned or managed by NPWS or other state bodies

    For the OP, I doubt it, even 'common land' has by-laws and regulations and is oft hotly disputed as to its true ownership.
    Land that is truely 'ownerless' is foreshore land, between high tide and low tide or lake shore and even hunting / fishing that is regulated.

    There's common land around Sally gap that's defiantly not part of the national park , a friend has grazing rights on it and he's unsure on shooting rights , the land is probably technically owned by lord fartybum the third so shooting is still poaching

    Common land tends to be for grazing only, AFAIK, no tillage etc as continual maintenance or up keep can lead to claims of ownership.
    Getting into legal thingys here, not my bag, ask me one about omelettes;).............

    The main point here is if you don't have permission, you cant be on the land if it be owned by the state, a famer, a private owner, or if it's just common grazing.

    If a person intends to take a firearm onto any land then they must have permission. Simple as that. The only issue is ownership. If it's public land then you need to seek permission from the body/dept in control/charge of that land. Private land is simple. Contact the owner. As said above there is no land that is not in control by someone.

    Going onto any land, regardless of ownership status, without permission is trespassing and doing so with a gun is trespass/poaching.

    That's basically it. There's no such thing as public land - it's state land.

    In oz there is what's call crown land u pay a permit and u can hunt it ,

    Nothing like this in Ireland from what I know . It's private land or rent land of forestry etc .
