    There's 24 teams in the Championship, League 1 & League 2.

    That would allow an extra 12 people in this.

    Because its a Premier League H2H with 38 gameweeks, the fixtures need to mirror those gameweeks. Ie. Everyone plays everyone twice. If you put 4 extra teams in, everybody would play 4 of the teams only once. 20 works because of the amount of gameweeks.
