It's main flaw is the lack of security - some sod at the receiving office might be bent and give the details to a mate, who collects your payment. I haven't been done over with it, but it has happened.
It works ok for small amounts (that aren't worth stealing) and to be fair, they do a huge amount of legit business every day.
