I agree names should not be released in these situations. Such allegations are very serious and could ruin someone's life.

Suggesting that the accuser be charged on the basis of a not guilty verdict is dangerous- it's very hard for victims of sexual assault to come forward as it is, I can imagine risking being prosecuted if there accused is found not guilty would deter many many victims.
