The taxpayer, as for every other course in college, pays for their education.
And like every other graduate they have no obligation to endure slave-like conditions in the HSE.
I'm sure all those emigrant NCHD are just delighted to go to the ends of the earth (literally) just to find a job that won't kill them and a bit of a life (after 5-6 yrs in college).

Love the fact that the transfer of roles in Haddington road from NCHDs to other disciplines is iffy but the overtime t1/2 going to t1/4 has been implemented.
