Try a few applications of spray oil over a few days it might just be a build up of dust n dirt

What make and model is the shotgun?
    How old is it?
Is it a single trigger or as you said two separate triggers?

A friend had a similar problem with his old O/U although it was a single trigger gun. He would always get a firing on the bottom barrel, and when it came to the top barrel it was hit and miss. At times he would pull the trigger a couple of times, and it might fire. It was as though the second sear was not engaging after the first shot was fired. Then we though it was an ammo issue, but they worked in every other gun without a problem.

He sent the gun off, and got it back working. Shortly after it happened again so he sent it off again. He was told that the entire working of the gun needed refurbishment as the sears had worn, and were causing the issue. In the end he traded the gun.

I'm by no means well versed in shotgun repairs, but i would take of the stock, and check the mechanics of the gun for a build up of residue/oil, etc that may clog up the workings. If it still happens get a competent smith to check the sears, and internal workings to make sure everything is in good working order, and for any signs of wear.
