As far as I know you don't need a license but you do need a letter of authorisation from your super. I could be wrong. Here is a piece from the Garda website-

"ANNEX D: AUTHORISATIONS UNDER FIREARMS ACTS
    AUTHORISATIONS
A Garda superintendent may grant an authorisation for the possession, use or carriage of a firearm or ammunition in certain listed circumstances under the Firearms Acts, 1925 to 2009. Particular attention is drawn to Section 2(4) of the Firearms Act, 1925 as amended. This lists the circumstances where a superintendent may issue authorisations for such occasions or events as outlined in this section. These include Paintball sites, shooting galleries, theatrical performances, and the starting of athletic races etc. Section 2(4)d of the 1925 Act may be used by a superintendent to authorise the likes of pony club and pentathlon events. These authorisations shall be for a period not exceeding 1 year and the issuing person must be satisfied that any authorisation will not endanger the public safety or the peace."

You can read the piece where it refers to starting a race (presumably with a blank firing starter pistol) so I imagine training your dog with one would be "good reason" to have one.

Although if it's a gun dog your training why not just use your gun!!! :)

For a blank firing/starter/training pistol you do not need a license, but you DO need a authorisation from your local Superintendent for both the pistol, and the blank ammo.

It seems stupid that permission is needed for a starter pistol/revolver. I don't think they are even classed as firearms. ( do they produce 1 joule at the muzzle, I don't know) It must be related to the face thank blank ammo is needed

    You don't.

What the OP meant was that he has not got permission to use his shotgun where he goes to train his dog. So the land he shots on is not the land he uses to train his dog, and as such he is doing the sensible thing of findiing an alternative method rather than annoy the farmer/land owner.

No but you do need a licence/permission ie a note from FO to buy blanks, I have a dummy launcher and needed permission to obtain blanks, it is free

You can buy blanks from sports den no licence needed to buy them. If your getting a launcher make sure you get the shoulder mount as the recoil on the hand held is bad.
