Very different situation to be fair.

Croke Villas were council apartments (so no CPO needed) which were condemned for demolition and regeneration in the 90s and it was only in the 2010s that the GAA saw an opportunity to link up with the council to combine the regeneration project with their own plans for the handball centre. Look at the 2009 google street view and you'll see that the whole area was derelict.

On the other hand the entirety of Clonliffe road is privately owned by dozens of different owners, who have no known plans of moving. There's no dereliction and there's not going to be any regeneration of an area where houses sell for €700000+.
