Actually, I think I'll take the word of the Scottish Education Secretary over yours.

Fair enough I hadn't seen that. But I don't think that an influx from the rest of the UK can be discounted either. The number of UK students in Scotland still vastly outweighs the rest of the EU. And there would be a much greater influx from the UK if there was a huge difference in fees between Scotland and the rest of the UK.
The need to take this action is underlined by today's figures that show an increase of 12 per cent in the number of entrants from England - three years before the higher fees are introduced there.

And coming back to the main point there is still a huge disparity in what Irish students pay vs the rest of the EU (UK and some courses in Holland excepted)

What courses are expensive in Holland? Any ones I'm aware of have just registration costs of <2000euro, for both bachelors and masters.

Every Dutch student also gets a monthly grant, plus free transport in and between cities.

    I got it from here

Depending on the programmes, their level the duration and service offered, fees of preparatory programmes fluctuate from 900 euro till 7.500 a year.

From the listings on that website seems to be mainly business courses
