The SD version of RTE2 is very low quality, pixellating etc, have they decreased the data rate for this as RTE1 in SD looks fine

Low resolution 480x576 compared to 544x576 for the other SD channels and 1440x1080 for RTÉ 2 HD. It's only a temporary service and will be gone sometime in Jan.

I don't know if anyone has posted the bit rate being used.

RTE SD looks awful. What is the resolution of ITV 1 HD and BBC HD as they look much better than RTE 2 in HD?

It didn't even look HD to me.

At the moment it's upscaled/unconverted SD. No true HD yet.

I just rescanned on my Technomate 6900HD Combo box and Ch. 7 RTENL has now been renamed RTÉ Two Temp.

    The epg given states:

This is a temporary service which will cease in early 2011, viewers unable to receive RTÉ Two pictures on EPG channel 2 are using a TV or Set Top Box (STB) which is not compatible with the Irish DTT platform - Saorview

So this is a goodwill gesture from RTE towards those with incompatible receivers so as not to leave them stranded over Christmas it would seem and also to buy the the installers and suppliers some breathing space.

It looks more like a legal issue. As far as I understand the whole procedure RTE2HD didn't get a license as of yet.

Bit rate is just a shade over 1 Mb/s for RTE 2 Temp right now. The combination of the reduced resolution and the more than pro rata reduced bit rate (TV3 is 1.8 Mb/s) is causing all sorts of artefacting on both my TVs. It's difficult to state a specific bit rate as the stat muxing shifts them around, but the RTE two Temp is the bottom of the pile - just now dipped to 800 Kb/s !

Same content. So BAI surely doesn't apply. Any one with Saorview approved or compatible Hardware can watch it in SD.

There isn't even any ACTUAL HD content. Just the same SD picture transmitted differently.

Did anyone ask anyone's permission to go 16:9 on cable & satellite and downgrade the Analogue signal to resampled 4:3 frequently letterboxed to 14:9?

    I don't think so.

and also it's only a trial service.

All the new services (incl Digital Text) on the mux are awaiting approval.

They should switch RTÉ2 Temp. SD to 352x288 with a 384kbps Video ABR just for the "lulz"! :p

What is the approval procedure good for?

    Bad joke?

That is a public consultation. None of the reponses are legally binding. It's a PR exercise by DCNER. The Minister can decide stuff I suppose.

    It's not an "approval procedure"

And the statement "RTÉ has submitted a proposal for additional channels on this free-to-air service" is than a joke too like the whole RTE paper regarding that proposal?

  • Registered Users, Registered Users 2 Posts: 32,461 ✭✭✭✭watty

I believe technically "RTE News now" and RTE Children's channel need BAI approval (not DCNER, the Minister Ryan).

As to why this takes BAI more than a week or was not done prior to July 2010 is a mystery.

    Nothing else is really new.

Did get RTE2HD a BAI license as of yet or is the channel only covered from the trial status?

  • Registered Users, Registered Users 2 Posts: 32,461 ✭✭✭✭watty

I don't understand why it needs a BAI approval.

Its the first case in ROI. For instance in the UK the HD channels need a extra license.

Yeah, but in the UK the HD channels are extra channels. i.e. BBC 1HD is in addition to BBC 1. RTE 2HD is simply RTE 2 in better quality, it is not an extra channel in addition to RTE 2.

My epg for sd version now says:

"This temporary service will cease 18 April 2011, viewers unable to receive RTÉ Two pictures on EPG channel 2 are using a TV or Set Top Box (STB) which is not compatible with the Irish DTT platform - Saorview"

Returning stuff should be okay as I note that some suppliers ensure your satisfaction with a "No Quibble" returns policy.

    Ditto on my Technomate Receiver,

However on my Panasonic TX-L32G10L (Irish version) I am getting:

This temporary service will cease 18 April 2011, viewers unable to receive RTÉ Two pictures on EPG channel 2 are using a TV or Set Top Box (STB) which is not compatible with the Irish DTT platform - Saorview

:RTÉNL endorse only Saorview approved equipment. Approved TV or STB will display RTÉ Two on EPG ch 2, viewers unable to view RTÉ Two pictures on EPG ch 2 need to replace their current DTT equipment and should contact the equipment supplier

The second paragraph of your EPG posting is the extended EPG info (which appears on some TVs and STBs when you press the info button).

The Ministerial/Departmental involvement in this consultation process is dictated by the Broadcasting Act
Section 103 of the Broadcasting Act 2009 provides the Minister for Communications, Energy and Natural Resources with responsibility to consider requests by RTÉ or TG4 for new channels and services and to make a determination on whether to consent to these channels. As part of this process the Minister is required to:

    1. consult with the broadcaster concerned and other persons, as he sees fit;
    2. consult with the Broadcasting Authority of Ireland (BAI) as to the sectoral impact of the proposals;
    3. consider the public value of the proposals; and
    4. publish a statement outlining the consultations that have taken place and indicating a place at which any documents given to the Minister in the course of the consultation may be inspected.

Prior to his consideration of the public value of the RTÉ proposals, the Minister has decided to publicly consult on the proposals.

(The BAI is currently consulting with industry in relation to the sectoral impact of the proposals and will report to the Minister on this. This consultation will not consider sectoral impact.)

Might be a silly question but going to ask it anyway :)

I've a UPC HD box will I receive the RTE HD channels on it on their normal channels i.e. 101 and 102 or is it only via the Freeview HD boxes ??

  • Registered Users, Registered Users 2 Posts: 2,711 ✭✭✭fat-tony

No such thing as a silly question! The UPC box may well carry RTE Two in HD at some stage, but not at the moment. To receive the Saorview transmissions you will need an aerial and either a TV equipped with an MPEG-4 tuner or a suitable set-top box and HDMI connection. RTE Two is not actually transmitting HD programmes just yet, just upscaling standard definition material.

I say as soon as RTE HD launch oficialy will be pick up by UPC and SKY cos of demand

  • Registered Users, Registered Users 2 Posts: 32,461 ✭✭✭✭watty

RTE already said they would have HD exclusive for a while on Saorview before offering it to Sky/UPC (which has to be carried at their expense and unlike Saorview, in parallel with existing RTE).

Today the 15th I switched over from the Six one news to RTE2 to watch the Simpsons (needed cheering up as the current news depresses me). Anyway the picture on RTE2 HD didn't look right to me (I have a LG 32''LH2000 telly) so I switched over to the alternate RTE2 and low and behold the picture was better .

My LG TV said that this alternate picture was in 571i while the HD Simpsons was in 1080i, yet as I said the picture on the alternate channel was better (in my opinion).

So my question is, did any one else notice the difference in picture and is it due to upscaling SD pictures to HD and if so will we see more examples of this difference. I watched Life last saturday and the quality of the picture on RTE2 HD was WOW and equal to my Blu ray Earth.

It may have been due to the aspect ratio, The Simpsons on the HD channel is being stretched to 16:9 at the moment; they will probably correct it once the new HD playout unit is operational.

Is RTE 2 transmitting anything in proper HD yet, or is it all upscaled? Watching Blues Brothers now and the PQ is very good - looks a lot better than most upscaled stuff on BBC 1 HD, and even supposed true HD programmes like the Christmas edition of EastEnders.
