Nope. What this would do would be to fool your browser and other net-connected applications into believing you are in one of the countries specified. So someone in Ireland could watch shows destined to be only seen in the UK or USA, for instance. It will have no (or very little) impact on the actual connection, and you would still pay for your connection as normal.

Did you try their Winows 7 guide?

You can try installing OpenVPN also.

Make sure you enter your username and password correctly, they are case-sensitive.
