Fingal County Council’s, Community Development Office invites quotations to carry out Community Needs Assessment in the Lusk area of Fingal in accordance with the terms set out below.

    Quotations must be sent to:
    Eugene Moore
    Community Development Office
    Fingal County Council
    County Hall
    Swords
    Co. Dublin
    Tel: 01 8905085
    Mob: 0872853621
    email: eugene.moore@fingalcoco.ie

All queries relating to this project may be directed to Eugene Moore – contact as above

    Introduction and Background:

The Community Development Office of Fingal County Council aims to strengthen communities by helping to establish and support local community groups and activities across Fingal. This includes enhancing the capacity of local communities, supporting a range of training opportunities, mentoring local groups and working in partnership with key agencies to develop innovative projects.

    Purpose:

Fingal County Council’s Community Development office proposes to appoint consultants to carry out research in and around the Lusk area. Lusk is a settlement located just east of the R132 (old N1), approximately 6 km north of Swords. Over the last decade Lusk, like many other towns and villages in Fingal, has experienced a rapid rate of growth. Lusk has grown from a village to a small town. Census 2011 indicates a population growth of 360% in Lusk town for the inter-censal period 2002 - 2011, when the population rose from 2,456 to 8,841. Most of this growth in Lusk has been the result of the large scale residential developments which have occurred over the past few years on the edge of the town.

This Community Needs Assessment is to acquire a detailed profile of the area, building up a picture of what is happening on the ground, in relation to all aspects of the Lusk area. This information is required to facilitate a new Fingal County Council led community process through which the Fingal Community Office and statutory organisations work together with the local community and the voluntary sector, to identify local issues with a view to putting in place mechanisms to engage with and support the community where appropriate.

    Scope of the Research

The priority estates to be included in the research are:
    Ministers Park & Rise
    Kelly’s Park
    Remount
    Dun Emer
    Chapel Farm
    Lusk Village

The Community Development Office wishes to identify:
    1. General profile of the area
    2. Are there groups and organisations working on the ground?
    3. If yes – who are these groups and organisations and what do they do?
    4. How the Community Development Office can best engage with the Community
    5. What challenges face the community?
    6. What are the barriers to community participation?
    7. Identify the community’s strengths and assets
    8. Is there a need for specific intervention/assistance in terms of capacity building, training, jobs, leadership development, sustaining programs, etc
    9. Recommendations for initiatives

    Consultancy Requirements

The research can be divided into three specific aspects
    1. Desktop Research – Profile current and projected demographics of the area
    2. Develop an inventory of existing groups/ organisations/Statutory Agencies active in the area
    3. Carry out a survey of residents, statutory agencies, local groups and service providers to identify gaps in service etc.

It is a requirement that each aspect of the research is costed individually.

    Key tasks:
    • Detail and analyse statistical data pertaining to population trends, age profile, patterns of unemployment etc.
    • Analyse documents relevant to the area i.e., planning, health strategies etc.
    • Develop an understanding of the area
    • Identify groups and organisations active in the area
    • Facilitation of various community consultation initiatives – with residents, agencies, groups/organisations etc
    • Recommendations for moving forward – how the Community Development Office can best engage with the community.
    • To report on the research to the Community Development Office
    • Preparation and presentation of a final report to the Community Development Office
    • Consider the impact of significant infrastructural changes which have taken place in Lusk
    • Identify issues/ gaps in service provision/ needs so as to achieve improved conditions for all in the community
    • Refer to and incorporate existing research and plans relevant to the area

    Timeframe and Procedures

The quotations should be received in a sealed envelope by Friday August 23rd 2013. It is envisaged that research will commence in early September 2013. The deadline for completion of research is Friday 29 November 2013

    The quotation should include:
    • Please provide (as minimum) the following information:
    • Company Contact Information (Name/address/tele/email, including contact person’s name and contact details)
    • Details of relevant experience, qualifications and credentials of the researcher proposed to undertake the work
    • Details of related commissioned work and name of clients.
    • Proposed methodology, research schedule, timeframe and budget.
    • Names and contact information for two referees.
    • Show clearly in your submission that an 8% reduction in professional fees has been allowed, to comply with the Financial Measures in the Public Interest Act 2009.

In college and going to be looking for a job for the summer. I know it's a bit early but I've figured theres no harm to start looking and get a head start.

I'm already going to apply for the Temporary clerical officers positions when the come out in February, along with trying my luck with pubs/shops/hotels etc. and some stables since I've some experience with that too.

Anyone any other ideas of where I could try or know of places that might be looking for people from late May onwards ?

Doesn't need to be exclusively in the NCD area either.

    Hi all

Teleperformance (a company you've probably never heard of... even though they are one of the biggest in the world) are expanding into Ireland.

I used to work in their Beijing office so I know a lot about them.

Their visa application business is going to be HUGE. This is an opportunity to get your foot in the door at the very beginning.

    I recommend you apply ASAP.
