Nuisance neighbours...

    My parents live in a mature estate in Limerick city where most of the residents are retired now...last year one of the houses on the street was bought by either the council or the HSE and new people moved in....Fair enough.
    Since they have moved in...the gardai have been on my parents street at least six times dealing with drunk and disorderly behaviour, fighting and even the drugs squad...doing a search of said house.....

    I'm looking for advice in trying to get these people OUT....any advice would be welcome but please limit the advice to things that can be done legally.....

    sounds like another formerly reputable estate being ruined...
    from reading various threads in this forum I think there's nothing you or rather your parents can do other than moving out.

    Know of a house with similar problems in Ballinacurra Gardens.

    Late night noise and disturbances maybe four to five nights a week after 2am. Cars being parked in a manner beside other houses that makes it hard for people to drive in and out of their driveways safely.

    Landlord was informed and the tenants responded by banging on the housewalls at all hours shouting "can you hear us?"

    Empty beer bottles being thrown into the garden, and things like the hedges of the neighbours house, the owners being pensioners, getting ran through and jumped on at early hours of the morning.

    Legally? unfortunately nothing, as you and your parents are about to find out, you have no rights, scum unfortunately do, illegally? the sky is the limit.
    We had five years of it, they disappeared overnight and now we are left with a rat infested eyesore, before you ask, did we... yes we did, and nobody is responsible, all buck passing.

    Rings bell...... Scumbags in greasy, smelly Pyjamas open door.

    Social Worker explains very politely and ultra professionally that their Neighbours in no. 48, the O'Briens, have made a number of very serious complaints and that its not acceptable, just not acceptable at all.

    Thugs scowl and deny it all as they have been raised to never be responsible for anything, anyone or any action whatsoever.

    Social Worker takes a half-day and goes home to the Countryside far, far away from her 'Clients' to calculate her expenses/stress-leave/mileage/shopping needs.

    Scumbags collect their 'binifits' and buy 3 Slabs of Dutch Gold, a 90 spot, a 2 litre of Drain Cleaner and Snoop Doggs Greatest Hits - Society at large can pay for their Kids needs, Healthcare etc. etc.

    The O'Briens get their windows put in from 11pm to 4am - The Gardaí either don't arrive at all because they now are responsible for Bruff, Ardagh and LA or else 15 of them arrive in from Kranks about 8am to be ultra professional and sympathetic and check behind the Wheelie Bin for evidence.

    Local Politicians promise to do something - Next time there is an Election on.

    Social Workers promise to inform the Gardaí.

    Gardaí promise to update the Social Workers once they've policed 8 Mile to their liking.

    Residents who've paid their taxes to the Irish State for a lifetime and never broken a law, or ethical rule live in abject misery with nobody willing to take responsibility or control and no hope of improvement.

    Yep landlord who dithers and comes out with the "it will never hapen again" line of crap, and gardai who never surface despite always having a car that is "on the way", and a local councillor living in the same estate who seems to blissfully unaware of any issues in the estate he lives in going by comments he has made to the Limerick Post in the past.



    Basically tough luck on pensioners or anyone else who gets to put up with regular disturbances.

    The HSE do not buy houses. This is probably a rent allowance house which is owned by one of your neighbours and being paid for by the HSE. The fault lies with the neighbour who rents to anyone without checking or following up on problems.

    If it was me I'd get my Landlord Neighbours phone number and current address and subject him to what he is subjecting me to.

    - Some People will be quite happy to let others suffer for 700-800 a month once they can turn their greedy little profiteering backs on it.

    i would also report the landlord to the PRTB for keeping nuisance tenents. Perhaps a call to revenue also for undeclared income from rental also might help.

    Kranks used to be a patrol/parkup spot for Gardaí that liked Scobes in Lycra more than crime prevention, sorry for the outdated ref. :D

    A 90 spot is 9 X 10 spots, in Limerick this is undoubtedly going to be smaller than anywhere else and prob mixed with faeces or peat or something to boost profits.

    - Thats why you hear them saying they're smoking some gooood shít while you hurriedly and anxiously pass through the Peoples Park with your Kids etc. etc.

    your first step is to find out who owns the house. council or private landlord .direct your concerns to them whatever way you see fit. get others involved don't be a island. if neccary get cc camera for back up to prove want ye have to put up will.best of luck .it's time a hard line is taken on this behaviour.not by you but by the powes that be.

    The PRTB are actually not great at chasing up issues. Plus to make a third party complaint you have to pay €25 to them for them to look into it.


    If the landlord is not registered with them, you can check on their website if a house is a registered rental house or not, all they do is bring an enforced registration onto the landlord and basically line their own pockets.

    Only works if the landlord is not declaring his income though. A landlord can be declaring his income and paying taxes on it and not be registered with the PRTB.

    I've never bought Hash in my life - Used to hear my Primary School Teachers arguing over it...... Career Guidance Counsellor in my Secondary School used manage work placements/apprenticeships/Co-op for the Dundons, McCarthy's and Ryans :eek:

    I wonder if the Irish Govt. brought in ASBO to this country would it be any help, has it done anything positive in the UK.

    I don't know.

    I'd be worried about offering FF and the Vegetable Party an opportunity to set up another massive and pointless bureaucratic Machine to waste revenue and resources just to hatch another 1000 useless Civil Service Careers in handing the things out to the Scumbags who would more than likely just be proud to receive them.

    It's a very sh*tty situation to be in.

    Back home, there was a family re-located there and they caused absolute havoc, complete scumbags.

    Eventually they had to move.

    The reason? Unofficially they received warnings from our local TD and some of his friends that have even more experience than them in causing death and destruction over the years, that they had to leave the area or face consequences.

    Pity we don't have politicians like that in Limerick, instead we have tree-huggers.

    Everything they left behind was torched when they left to prevent them from coming back, including the house.

    NOTE: I'm not endorsing this, just stating that it happened.

    In fairness the focus should be on mechanisms to deal with exactly the sort of People who are just cynically taking advantage and blackening the good name of all of the majority of decent Folks.

    I'm not really pro-SF either but at least they have never caused me any hassle, I'd take them over some of the scumbags in this city.

    It was only pure luck that things got sorted out back home. Only a few years ago the area was moved from the West Limerick constituency to my side of the river, the North Kerry constituency. Good luck for the majority, bad luck for one family. ;)

    Pretty terrible that things had to come to that though/

    EDIT: Getting back on topic, there isn't a hell of a lot the poor OP and their parents can do other than go down the standard routes. I wish you the best of luck, no-one here would like to be in that situation and it could happen to any of us.

    You need to talk to TD's and keep hammering them all abut the issue. Get all the neighbours in the Constituency offices of each TD too highlight the problem. If they do not relent them Protest out side the TD's and HSE or Council Mayor homes, councillors, county manager at night time for over a week at each house to highlight the issues. Make sure you play recorded sound that you are bombarded with and play it back in high volume. Call the Media to highlight the protest. I like to see the Guards trying to arrest old age pensioners for breaching the peace. It will send a very strong message to who ever put these reckless people into quiet communities.

    Interesting article in the Limerick Leader about Castletroy residents protesting against plans by Limerick County Council to buy some houses in their estate.

    According to the director of housing their policy of buying up houses for re-settlement is going very well:
    "I am quite prepared to sit down with local people and address any concerns they might have," continued Mr Feane. "We did that very successfully in the southern environs. If you asked anybody we met from concerned local residents associations in the southern environs two years ago what their feelings are now I think they will confirm that everything we told them is true and that none of their concerns were realised".

    Are you for real?????, a major convicted criminal, who just happened to elected a T.D. by the dumb ass voters of North Kerry, with the backing of the biggest criminal organisation in the country, going the heavy on a minor criminal, is a cause for celebration???, what happens when, and not if, that major criminal decides to return to his past ways, who do the people of North Kerry who voted for this criminal turn to then?

    I was/am in the same situation as your parent...hell!
    I contacted the PRTB and they stated that if I felt I was under threat then to put a letter together to them and they would decide if they would release the LL's name and address.
    They gave me his details and I have been battling with the f*cker since!

    I have issued him with solicitor's letters, spoken (in fact cried) in front of his wife and they have promised that it wouldn't happen again.
    The thing is I don't trust them as I put down 2yrs of hell between anti social behaviour and drug dealing.

    When it comes to cold cash, greed takes over and having a moral and social conscience (sp?) goes out the window.

    Keep phoning the landlord day or night if there is a problem. Especially at night. Keep phone logs. IF you are a hassle to the landlord, they will have to eventually act.

    New 24 hour ASBO helpline
    A NEW 24 hour anti-social behaviour hotline was launched this Tuesday at city hall to help social housing tenants make confidential complaints without putting themselves or their families at risk. Director of Services Kieran Lehane made the announcement at a special sitting of the Housing Strategic Policy Committee (SPC) in response to legislation requiring local authorities to take action against anti-social behaviour before the end of November.

    Fine Gael councillor Ger Fahy said the vetting procedure for council tenants has been successful, but the problem remained of how to deal with anti-social tenants in private properties.

    "We have to come down strongly on unscrupulous landlords and hold them responsible. Tenants who do not qualify for social housing are still subsidised by the HSE, which gives them accommodation without reprisals. A deterrent should be introduced. If a family is found guilty of anti-social behaviour, their HSE rent subsidy should be withdrawn. The HSE should have the power to remove them. People in Boston know the consequences and can be removed from their housing over anti-social behaviour," he said.

    Sinn Féin councillor Maurice Quinlivan commended the new phoneline and added to calls for action to be taken against anti-social tenants.

    "There needs to be a sanction that if people misbehave, we can chuck them out. I hope there is some way we can actually evict criminals from their houses," he said.

    Labour councillor Joe Leddin said the power to grant or deny rent allowance should be transferred to city hall.

    "Limerick city council should have power over rent subsidies, not the HSE. I'd say they'd be delighted to have it taken off them," he said.
    Mr Lehane said that Limerick City Council gets an average of 250 anti-social behaviour complaints a year, with most resolved informally but some taken to court.

    "I think the HSE is aware of the problems, but the HSE rent supplement is an income supplement. Our emphasis will be on preventative measures. A test case in the Supreme Court will have a bearing on how future anti-social behaviour cases are decided," he said.

    Complaints to the anti-social phone line will be recorded and should include a description of the incident, listing the location, date and time of the incident, along with the name and address of the offender or any other identifying details.

    Limerick City Council will also be publishing a web page on anti-social behaviour in the coming weeks to further inform residents on what action can be taken.

    The Housing SPC is inviting submissions from the joint policing committee, Gardaí, the HSE and the LImerick Regeneration Agency for the formation of an ASBO strategy before the committee reconvenes in September.

    I completely agree that he is a major convicted criminal:
    Ferris served ten years (1984-1994) in prison for his involvement in the attempted importation of arms from the United States. In September 1984, the fishing vessel Valhalla, sailed from Boston, while the trawler Marita Ann, sailed from Fenit, County Kerry. In the mid-Atlantic, seven tons of explosives, arms and ammunition were transferred from the Valhalla to the Marita Ann. Sometime afterwards, the Irish Navy vessels LÉ Emer and LÉ Aisling along with members of the Garda Síochána detained the Marita Ann and arrested its crew. Ferris was convicted for the possession of explosive substances for unlawful purpose and for possession of firearms and ammunition with intent to endanger life. He served his sentence in the maximum-security Portlaoise Prison, a prison often used to hold Irish Republican political prisoners.
    In February 2005 Irish Minister for Justice, Equality and Law Reform Michael McDowell, named Ferris, as well as Gerry Adams and Martin McGuinness, as members of the IRA Army Council.

    The thing is I would much prefer him living in my area than some of the criminals in this city.

    Certain parts of the country have been ignored by our government, particularly when it comes to the enforcement of law and order. Rural areas such as North Kerry have been ignored for decades, Limerick now appears to be unfortunately joining this list.

    I know a lot of elderly people back home that keep loaded weapons beside them at night and they are adamant when asked that they will use them if needed. People are afraid, like the OP's parents. It is very easy then for people to turn machiavellian, the end justifies the means.

    I have never voted for Ferris, I don't believe in many of the things he has done in his lifetime and politically I'm more right-wing rather than left-wing. However, and this sounds brutally machiavellian but Ferris has never terrorised his own people (apart from other criminals) of North Kerry (although if McDowell's allegations are correct he terrorised many other people). The same cannot be said for the criminals of this city who would drag Limerick and it's people in the gutter given half a chance.

    The solution? When your back is to the wall, you're filled with fear, and scumbags are bringing your life down around you, any solution is a good solution, whether it comes from An Gardaí, left-wing paramilitaries, right-wing paramilitaries or any other avenue. That is what fear will do to people.

    In fairness he is a Victim of Peer Pressure.

    - When all your Mates want to blow up Mums with Buggies and Kids holding Balloons it can be hard for the likes of this to say "no"..... "no I won't run in high explosives and put it in Rubbish Bins to kill, maim and destroy innocent Irish People"

    Gerry Adams seems to have gotten off very lightly from the whole Jean McConville revelations - But then again the typical SF'er is a World Champion of overlooking the negative side of just about everything in favour of the misty-eyed dreams and fcuked up ethics of verse 17 of their favourite RA Song.
