The League of Legends fan made fighter is using that exact mechanic. Each character has 4 specials, each with a cooldown period to reflect LoL gameplay.

I hate the idea of cooldown on specials.

Recovery frames are a better limiter by themselves IMO.

I especially like GG's mechanic though: back dash too often without attacking, lose all your meter.

Art of Fighting had a recharging meter for Specials. It sucked.

Say what? KOF XIII did come out didn’t it? Well, to be specific, we got this plate before KOF XII was released and sorely wanted to change the plate as fast as possible when it was released. So what to do? Upgrade to the lastest version, KOF XIII, right? It wasn’t so simple.

As soon as KOF XIII was announced, we registered the special plate update through them and weeks later, we got a letter in the mail: “Your request for the special plate of KOF XIII is denied because it symbolizes gang abbreviations.” Oh, we got owned alright and no sequel to save us.

KOF is a 4-button fighter (originally because they SNK MVS arcade system & AES console were limited to 4 action buttons)
