    I know where it comes from, and to a certain degree I agree with your point, but ultimately unless completely ring-fenced any form of taxation is just a general pool of money. Motor tax may have started out life as an infrastructure tax but it would be extremely naive to think or claim that it's been that for a very long time now. Motor tax is not a road tax any more and hasn't been for a long time but it is payed directly into the local government fund and is as close to a local infrastructure grant as local authorities will see.

    One thing is for sure, there'll alway be means of taxation regardless of what it is...
