I don't think those figures are anyway meaningful. I stuck in Male, 16, 1 partner 16-17 and the result was 17. Thats suggesting that the average 16-17 year old girl has has 17 partners, which I suspect isn't accurate.

That they say "slept with" instead of "had sex with" just shows a lack of professionalism. And what defines a "sexual partner"?

you are wrong. It is dealing with 6 degrees of seperation meaning if your girl had maybe 2 partners, i.e, you and someone else, that someone else might have had 2 partners, and each of those might have had 2 partners. etc
