trouble changing gun

    i recently traded my .220 rifle for another .220 but now have learned that my local garda cannot change my licence untill i am due for licence renewal (31/5/2009) due to the new licencing laws.

    i have handed the dealer my old rifle and cannot recieve my new 1.

    i would like to know if anybody has changed their shot gun or rifle since aug 1st when the new system came into operation and if so how did they get it done for them

    The new licensing system will not be up and running (fully) for some weeks. For the next few months no substitutions will be processed until the first batch of new licences have been issued. There is a very similar thread on the main shooting forum. Check it out.

    As to your licence if your extension expires on 31/5/10 you can apply anytime (up to but) no later than 3 months prior to their expiry. So technically you can apply for your licences and substitutions whenever you like. Whether they get processed quickly or not is another thing.

    No - you apply to renew a licence no earlier than 3 months before it expires. The Gardaí don't want people "renewing" now if they have a licence extension to 31/5/2010. Obviously, if you are changing a gun which is already licensed (under the old system), you cancel the original on an FCA2 form and apply for a new licence on an FCA1 form at any stage.

    Wrong. The extension letters we all got state " Up to 3 months prior to the expiry date of this extension, if you wish a new application to be considered for your firearm........." 3 months prior to the expiry. It says nothing about applying earlier than the 3 months prior to the expiry date, but common sense would dictate that if your extension runs till 30/4/10 then enjoy the free licensing and don't apply too early, block up the system and risk not having your applications processed as quickly as you'd like.

    Don't know where you're coming from with the "obviously, if you are changing...." remark. I never mentioned anything about the FCA1, FCA2 forms on this thread. If you read the other threads on the main shooting page you'd see i said the exact same thing as you in relation to changing/substituting a firearm.

    I suspect we are saying the same thing, but the way I interpreted your statement was that the latest date for submitting a re-application (renewal as we would normally call it:)) was expiry date minus 3 months.
    The earliest date for submitting a re-application is expiry date minus 3 months. You could theoretically submit the day before the licence expires but that would leave you in the position of having an unlicensed firearm until the re-application was processed.
    This 3 month limit has been discussed ad nauseam with Sickamick on another thread.
    The reason I mentioned the FCA2 form was that the OP mentioned he/she was changing guns. That's the form you use if you you have a gun licensed until the old scheme and you wish to perform a substitution at present. Once all guns are licensed under the new scheme, then substitutions on the FCA1 form will kick in.
    I'm in a similar position as I sold a gun in the last six months and I didn't get an extension letter for the licence as expected. When I queried it, the Park told me that the licence was "stopped" on the system and that I couldn't make a substitution. They have effectively done automatically what an FCA2 form would have achieved. I now have to make a fresh FCA1 application if I want to licence another gun. I already have another firearm for which I got an extension letter.

    he told me my only option was to fill out the fca1 form and go throught the whole process can anyone give me a number where i can talk to a human in the park that actually knows where i stand

    I just rang Garda HQ 6660000 (I think - it's on the letter) and asked to be put through to the section dealing with extensions. Once you have your Pulse ID, they will check the system and let you know where you stand.
