    The Gard had the right under the Public Order Act on consultation.

    Section 8 concerns disobedience of an order of the Garda Síochana for violating the following sections of the Act:

    Section 4 - Intoxication
    Section 5 - Disorderly conduct
    Section 6 - Threatening, abusive, or insulting behaviour
    Section 7 - Distribution of material on a display which is deemed to be offensive
    Section 9 - Willful obstruction of traffic.

    While I think that this law actually curbs freedom of speech, on the grounds of section 5, section 6, and section 7 the arrest was justifiable under the law.

    Section 5 is incredibly vague and can be used by the Gardaí effectively at will to move people along as can sections 6 and 7.

    It's difficult to make out what he's saying alright but to me it sounded like "I'm not racist, but...".
