I have a level 7 ordinary degree from the early nineties, I am now finding an academic bar being imposed on me for certain roles I am interested in, Part Time lecturing and comercial energy assessments registration for example. Has anybody come accross any distance learning courses that can get me up to a level 8 honors…

The general requirements for entering any masters course (that's worth while) is a 2.1 in a relevent honours degree course. You will normally have to prove you have a number of years practical experience also.

I got on to a masters course with an ordinary degree but i had many years experience.

In relation to doing a Town Planning course, i would say go for it. There will be very little work for Architectural Technologists over the coming years and if you have another (relative) qualification it will certainly put you ahead of the posse whilst also giving you broader job prospects.

Do what all your alma mater done before you and do the higher degree in Waterford. It will certainly give you more academic credibility.
