Cockroaches... and dirty shops. WTF?!

So I was reading in the paper that a certain sandwich chain has a problem with cockroaches in one of their stores. I find this weird because Ireland doesn't really have any cockroaches. I don't get it. Why don't clean shops have them? How do cockroaches somehow end up in dirty shops? How do they get there? How do they know…

Yes it is but I do not believe it is statutory .Its really up to the Health service in the guise of Environmental health officers to inspect premises and prosecute or close the premises down if unfit . Some businesses as you can imagine do not like to spend money eg some of the dubious fast food outlets as it might take a great deal of money to fix the premises.
