On my dads computer which is a 2.5ghz at 133fsb with a Geforce 440mx I get a decent fps between 30-40 but on the new computer i bought i get about 60 fps constantly (which is what its limited to according to FRAPS) dropping occasionally to 40-45 in heavy battle scenes

Esc > Options > Performance > Sync Every Frame = No
